Police score: the police will have some levels like:-
Lvl 1.can just cuff so close people and detain no arrest
Lvl 2.can cuff between far and close peolpe and there are less chance to make /breakcuffs and detain no arrest
Lvl 3.can do like lvl 2 but he can do arrest
Lvl 4.can do like lvl 2 and lvl 3 but there are no chance to make breakcuffs
Lvl 5.can do like lvl 4 but they have Hypnotic weapon
You can get this score from arresting wanted people
CIA score: the CIA will have some levels like:-
Lvl 1.cant use the sea sparrow
Lvl 2.can use every thing
Lvl 3.like lvl 2 but he can spectate people
You can get that score from arresting people
Army score:  the army will have some levels like:-
Lvl 1.can use just trucks
Lvl 2.like lvl 1 but with tank
Lvl 3.like lvl 2 but with hydra
Lvl 4.can use every thing
You can get that score from arresting people
RP score:  the RP will have some levels like:-
Lvl 1.can use /gg one time with a small amount of ammo but when he get out from jail he cant use it again
Lvl 2.like lvl 1 but normal amount of ammo
Lvl 3.like lvl 2 but he can use it again after jail
You can get that score from killing people and robbing stores
Admin score: the admin is different the score will let him get +1 admin lvl
If you want to get some admin score wait for HA to see you helping newbies

Secondly there should not be any levels for regular player status.Cop is a class easily attained and no restrictions should be made to it,About the army its good maybe have ranks such as sergeant or general which allows certain ranks to use Heavy vehicules

Dm is also not allowed so why should players get score for it ? and you already get score by robbing stores,Breakcuffs should not me restricted because of "a lvl 2 cop cuffed me"

Lastly admin is not decided on scores or inactivity so no need to get 1000+ and demand admin

No im not sure about the admins 
But im not meaning normal score 
In the screen down down you will see 00000000 that means you dont have any score but lets say you killed some one and you got 1 it will write to you 00000001
And let say example chance 20% to get 1 RP score
Then you robbed the store it will wrote to you you got 1 RP score you will not get money
And if you look up there (in the topic) i wrote lvl 1 lvl 2 lvl 3
I didnt wrote ..... After the lvls that means max lvl 3
Wahoo and SS can delete the admin

You just mean like SF server -_- XP 20+ xp if you robbed a store and 10+ exp for you killed someone
and there're double xp that you can get double amount of xp like : when you rob a store you get 40
+ score and when you kill some1 you get 20+ xp .
